Article Processing Charge (APC)

Legal Bulletin is published under the Open Access model. All published materials are freely and openly available to readers — on Zenodo, eLibrary.ru, CyberLeninka, the journal's social media, and the journal's own website.
The journal operates on a self-financing basis: the costs of peer review, editorial preparation, typesetting, identifier assignment, and article placement are covered by the Article Processing Charge (APC) paid by authors of accepted manuscripts.
Important: Publication in the journal is not always subject to a fee. Certain categories of authors are eligible for a waiver or discount. The terms and application procedure are set out in the "Waiver and Discounts" section below.

What the APC Covers
The Article Processing Charge (APC) covers the publisher's costs for the full cycle of preparing and disseminating an article:

peer review and editorial preparation of the manuscript;

typesetting and technical processing of the article;

assignment of DOI and EDN identifiers;
-
placement of the article on the journal's website and in citation databases (Zenodo, eLibrary.ru, CyberLeninka);

ensuring permanent and free access for readers to the published material;

distribution of the journal in accordance with the requirements of Russian legislation;
-
storage and maintenance of the publication archive.
The APC is charged only after the manuscript has been accepted for publication and does not influence the editorial decision to accept or reject an article. No fees are charged at the submission or peer review stage.

Online First
Online First is an accelerated publication format in which an article is posted on the journal's website immediately after peer review and typesetting, without waiting for the next issue to be released.
Advantages of Online First:

the article becomes available to readers and citable significantly earlier;

DOI and EDN are assigned, allowing the work to be cited before the issue is released;

the time between manuscript acceptance and its entry into scholarly circulation is reduced.

When and How to Pay
When. The fee is charged only after the manuscript has been accepted for publication based on a positive peer review recommendation. No payment is required at the submission, plagiarism check, or peer review stage.
How. Once an article is accepted, the editorial office sends the author a decision letter, an invoice, and payment details. Payment is made within [period] of receipt of the invoice. Confirmation of payment should be sent to the editorial office [method].
Waiver and Discounts
The editorial office grants waivers of the Article Processing Charge (APC) to authors whose publications most contribute to the scholarly citation and prestige of the journal. Waivers are granted at the discretion of the editorial office and do not influence the peer review process.

Limitations:

A waiver is granted once per calendar year for one article.

Where multiple grounds exist, only one — the most favourable to the author — is applied.

The total share of articles published with a fee waiver may not exceed 10 % of the issue's volume.
Application Procedure. To obtain a waiver, submit an application to the editorial office stating the ground and attaching the supporting documents:

When to apply: before submitting the manuscript or at the same time as the manuscript.

Decision: made by the editorial office and communicated to the author together with the decision to accept the article.
We recommend applying for a waiver in advance. Applications submitted after the article has been accepted are considered in exceptional cases only.
The editorial office reserves the right to refuse a waiver without stating reasons. Granting a waiver is a right, not an obligation, of the editorial office.
