• IMPLEMENTATION OF NEW TECHNOLOGIES FOR THE PRODUCTION OF OIL REFINING COMPLEX ORGANISATIONS VIA MODIFICATION OF LEGISLATIVE NORMS AND RULES IN RUSSIA

 Annotation. The article analyses building standards and regulations of pipeline laying developed for the oil and gas industry. Several proposals on the establishment of new standards and regulations are presented, which shall allow the use of new technologies in the production of pipelines from new materials. Applicable data regarding the advancement of new technologies in oil and gas pipeline production was provided by PJSC Lukoil.

• ENTREPRENEURIAL INITIATIVE AND THE EMERGING RULE OF LAW IN A MIXED ECONOMY: RUSSIAN EXPERIENCE IN LEGAL REGULATION IN THE 1920S

 Annotation. The article explores the potential institutional support of entrepreneurial initiative and the emerging rule of law in a multistructure economy in the years of the new economic policy. An assessment of the prospects for institutional changes is considered on the basis of the functioning of four fundamental institutions: economic, social, legal, and political. The author concludes that a new institutional system is emerging that creates the necessary prerequisites for economic growth and the design of the NEP modernizing paradigm.

• LEGAL REGULATION OF AGRICULTURAL ACTIVITIES IN MODERN SOCIO-ECONOMIC CONDITIONS

 Abstract. In the article "Legal regulation of agricultural activities in modern socio-economic conditions" addresses issues for improving the normatively-legal regulation in the field of land and adjacent relations with them. The complex nature of the work on updating the boundaries of the cadastral division for the preparation of the location of the boundaries of the cadastral division of various levels was analyzed. The analysis of earlier mistakes in the process of forming the cadastral division of activities is carried out and it is shown that a fairly wide list of regulatory legal acts as legal sources.

The reasons for assigning cadastral numbers to real estate located on the territory of two or more cadastral quarters of the corresponding cadastral region are indicated.

 Annotation: This article examines the current situation in the field of criminal law regulation of relations in the economic sphere. The amendments to the Criminal Code of the Russian Federation over the past 5 years and law enforcement practice, as well as the reasons for the prevailing trends, were studied and summarized. It is concluded that, as part of the desire for liberalization, there was no response in the activities of market participants in our country.

• ON THE QUESTION OF SIGNS OF ILLEGAL CIRCULATION OF PAYMENT MEANS

 Annotation. The article is analyzed the prevalence of payment cards and other payment means, as well as the increase in unauthorized transactions using them. The article is considered the elements of the crime under Art. 187 of the Criminal Code of the Russian Federation and provided a description of certain items of illegal circulation of payment means.

The article considers the issue of counteracting international tax evasion under the International Convention on the identification of measures related to tax agreements in order to counteract the tax base and tax profit, ratified by the Russian Federation in accordance with Federal Law N 79-ФЗ of 01.05.2019 "On ratification of the multilateral Convention on the implementation of measures related to tax agreements in order to counter the erosion of the tax base and the removal of profits from tax zheniya.

• OBJECT OF VALUE ADDED TAX

 Annotation. In modern conditions, the state has a variety of sources of financial resources. In economically developed countries, taxes dominate these sources both in terms of their importance and in terms of budget revenues. Indirect taxes, among which the value-added tax is dominant, take up most of these revenues. Clarification of theoretical concepts and development of conceptual issues of legal regulation of the value added tax, determination of the object of the value added tax is of great importance for the development of tax legal science, in particular, the disclosure of the mechanism of legal regulation of the value added tax.

• ABOUT MUNICIPAL CONTROL IN THE SPHERE OF PURCHASES FOR ENSURING MUNICIPAL NEEDS

 Annotation The purpose of this article is to substantiate the thesis that in the implementation of municipal control in the field of procurement for municipal needs, the main problems are shortcomings in the regulatory framework, insufficient resources and inefficient management. Solving these problems helps to overcome official abuse and corruption.

The article analyzes the practice of various approaches to local regulation of control in the field of procurement for municipal needs, identifies deviations from Federal legislation.

As the empirical material used litigation, concerning the redistribution of powers between local governments of municipalities in procurement and related functions of monitoring in the field of procurement control and audit bodies of municipalities. There is an ambiguity in the question of the identity of the concepts "local self-government body" and "municipal body".

The author substantiates the illegality of combining the functions of the customer and the authorized body in one local government body when placing a municipal order. Attention is drawn to the problem of combining the functions of placing orders and the functions of controlling the placement of orders in one person.

• MATHEMATICAL MODELS OF CIVIL LAW NORMS

 Annotation. The expansion and deepening of trade and economic relations of the EurAsEC member States requires the unification of civil legislation that excludes a subjective approach to the rule-making of the participating countries. The article analyzes the existing methods of formalization of the rule-making process based on mathematical modeling of legal regulations. It is concluded that it is necessary to switch from verbal to graphical representation of norms in their analysis in order to identify violations of the principle of consistency in the current legislation and prevent such errors in the projected norms.

• LEGAL REGULATION OF THE RAILWAY TRANSPORTATION MARKET

 Abstract. The article is devoted to the legal analysis of the legislation governing the market for rail transportation of goods. The development of the industry market for rail transportation of goods, increasing the efficiency of transportation to a large extent depends on their legal regulation. An integrated approach to the regulation of rail transportation of goods, the development of commercial use of the market, contribute to the development of other industry markets. The authors identified a number of problems existing in the legislation of the Russian Federation. The lag of this legal regulation from economic realities is indicated. Ways of possible solutions to these problems are proposed, they see the need for the development of new legal forms of regulation of the railway freight transportation industry.
